📋 Requirements & Eligibility
The minimum age requirements for Texas LTC are:
- 21 years old - Standard civilian applicants
- 18-20 years old - Active duty military personnel only (with special circumstances)
Important: You can take the online course before turning 21, but you cannot submit your LTC application to Texas DPS until you meet the age requirement. Your LTC-104 certificate is valid for 2 years, giving you time to reach the minimum age.
No! Texas issues both resident and non-resident LTC permits. Here's what you need to know:
- Texas residents - Must provide Texas driver's license or ID
- Non-residents - Can apply with out-of-state ID and proof of residency
- Military personnel - Stationed in Texas can apply as residents
You can take the online course from anywhere, but the shooting proficiency demonstration must be completed in Texas with a qualified instructor.
Several factors can disqualify you from obtaining a Texas LTC:
- Felony convictions - Any felony conviction disqualifies
- Class A or B misdemeanors - Within the last 5 years
- Protective orders - Active restraining orders
- Mental health adjudications - Court-ordered mental health treatment
- Substance abuse - Chemical dependency issues
- Delinquent taxes or child support - Outstanding government obligations
- Default on student loans - Guaranteed by the state
If you're unsure about your eligibility, consult with a qualified attorney before applying.
It depends on the type and timing of your convictions:
- Felonies - Generally disqualify permanently
- Class A/B misdemeanors - Must wait 5 years from completion of sentence
- Class C misdemeanors - Generally don't disqualify
- Deferred adjudication - May be eligible depending on circumstances
Important: Even minor convictions must be disclosed on your application. Lying on the application is grounds for automatic denial and potential criminal charges.
🎯 Shooting Test Questions
Yes, everyone must complete a shooting proficiency demonstration with a qualified instructor, unless you qualify for military exemptions.
The shooting test consists of:
- 50 rounds total - Fired at different distances
- 3-yard line - 20 rounds (close-range accuracy)
- 7-yard line - 20 rounds (medium-range precision)
- 15-yard line - 10 rounds (distance shooting)
- Passing score - 175 out of 250 points (70%)
The test must be completed with a handgun of .32 caliber or larger.
No, you don't need to own a handgun to take the shooting test. Your options include:
- Rent at the range - Most shooting ranges offer rental handguns
- Borrow from instructor - Some instructors provide handguns
- Use your own - If you own a suitable handgun
- Borrow from friend/family - With proper supervision
Requirements: The handgun must be .32 caliber or larger. Popular rental options include 9mm, .38 Special, and .40 S&W handguns.
Don't worry! You can retake the shooting test as many times as needed:
- No limit on attempts - Keep trying until you pass
- Same or different instructor - Your choice
- Additional fees may apply - Each instructor sets their own rates
- Practice between attempts - Most instructors offer coaching
- Valid certificate timeframe - Your LTC-104 is good for 2 years
Most people pass on their first or second attempt. Consider taking a basic handgun course if you're new to shooting.
Shooting test costs vary by instructor and location, but typical fees include:
- Instructor fee - $50-$100 for the proficiency test
- Range rental - $15-$25 per hour
- Gun rental - $15-$30 if you don't own one
- Ammunition - $20-$40 for 50 rounds
- Targets - $5-$10 for official targets
Total cost: Expect to pay $100-$200 total for the shooting portion, depending on your location and whether you need to rent equipment.

⚖️ Legal & Reciprocity Questions
While Texas allows permitless carry, an LTC provides significant additional benefits:
- Reciprocity - Carry in 40+ other states
- Faster gun purchases - Skip background check wait
- Legal protections - Enhanced legal presumptions
- Training verification - Proof of safety education
- School zone carry - Limited exceptions for LTC holders
- Employer policies - Some employers require LTC
Permitless carry only applies within Texas and offers no reciprocity with other states.
Yes! Texas has reciprocity agreements with over 40 states. Popular destinations include:
- Full reciprocity states - Arizona, Florida, Georgia, Louisiana, Oklahoma
- Partial reciprocity - Some restrictions may apply
- No reciprocity - California, New York, Illinois, Hawaii
- Constitutional carry states - May honor Texas LTC
Important: Always check current reciprocity laws before traveling, as they can change. Each state has different carry laws even with reciprocity.
Texas law prohibits carrying in certain locations, even with an LTC:
- Schools and universities - K-12 schools, college campuses
- Government buildings - Courthouses, city halls, polling places
- Airports - Secure areas beyond security checkpoints
- Bars - Businesses that derive 51% income from alcohol
- Sporting events - Professional and collegiate venues
- Hospitals - Mental health facilities
- Amusement parks - Theme parks and carnivals
- Posted properties - Businesses with proper 30.06/30.07 signs
Always look for posted signs and know the laws in your area.
